Extension of Bid Submission with Modification

 

This is to notify to all concern that the deadline for bid submission for Contract No RNP/NH/GT03, Km 36+456 to Km 67+000; Pavement Strengthening of Gelephu – Trongsa National Highway Sections, published in the “Bhutan Observer” of 23 March 2007 has been extended till 14 th May 2007. The following modifications under serial no 4, 6 and 7 of Invitation for Bids may please be read as follows:

Contract No. and Title: RNP/NH/GT03, Km 36+456 to Km 67+000; Pavement Strengthening of Gelephu – Trongsa National Highway Sections

Deadline for Bids: 13:00 Hours 14 th May 2007.

 

4. Only eligible bidders with following qualifications should participate in this bidding:

  • Specific experience in completion of at least one (1) contract with at least Nu 40 million and/ or two contracts of Nu 50 million within the last five (5) years (application of escalation factor shall be considered to calculate the contract cost).
  • Minimum average annual construction turnover of Nu 65 million in last 5 years (application of escalation factor shall be considered to calculate the turnover).
  • Ensured availability of key construction equipment like bitumen distributor, bitumen pre-heater, chips spreader, pneumatic and vibratory rollers, grader, etc
  • Provide key personnel like Contract Manager, Pavement/Material Engineer, Road Construction Engineer and Equipment/Plant Superintendent

 

6. To purchase the bidding documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for "RNP/NH/GT03, Km 36+456 to Km 67+000, Pavement Strengthening of Gelephu – Trongsa National Highway Sections".
  • pay a non-refundable fee of Nu 2500/- for each package by cash between 09:00 hours and 16:00 hours on any working day, up to 13:00 hours on 14 th May 2007.

 

7. The bids should be delivered to above office on or before 13:00 Hours of 14 th May 2007 together with a Bid Security of Ngultrum (Nu) at the rate of 2.5 (two and half) percent of Price Bid, in the form of a Demand Draft or Bank Guarantee, payable to Deputy Chief Accounts Officer (DCAO), Ministry of Works and Human Settlement. The bids will be opened on above date at 14:30 hours. If the date on which bids are due has been or is declared a holiday for government offices, the above office shall remain open for acceptance until the same hour of the next working day.

 

Rest of the contents of the Invitation for Bids will remain unchanged.

Contract No. and Title: RNP/NH/GT01, Km 221+000 to Km 244+000; Pavement Strengthening of Gelephu – Trongsa National Highway Sections

Deadline for Bids: 28 May 2007 at 13:00 Hours

 

1. The Royal Government of Bhutan (RGoB) has received a loan from Asian Development Bank (ADB) towards the cost of Road Network Project. Part of this loan will be used for payments under the contracts for Pavement Strengthening of Gelephu – Trongsa National Highway Sections. Bidding is open to Class A domestic private sector contractors registered with Construction Development Board (CDB) in Bhutan. This contract will be jointly financed by RGoB and ADB. The eligibility rules and procedures of the ADB will govern the bidding process.

 

2. None of the Bidders will be awarded more than one contract of Pavement Strengthening of National Highway Sections.

 

3. The Department of Roads, Ministry of Works and Human Settlement, RGoB (the "Employer") invites sealed bids from eligible bidders for the construction and completion of Pavement Strengthening of Gelephu – Trongsa National Highway Sections ("the Work"). The work will include resurfacing, strengthening, rehabilitation and construction of road pavement; shoulder improvement, geometry improvement; improvement of drainage; stabilization of landslides and road sinking, slope protection; gully erosion control; river training/protection; traffic and road safety measures; and other ancillary works.

 

4. Only eligible bidders with following qualifications should participate in this bidding:

  • Specific experience in completion of at least one (1) contract with 40 million and/ or two contracts of Nu 50 million within the last five (5) years(application of escalation factor shall be considered to calculate the contract cost).
  • Minimum average annual construction turnover of Nu 55 million , calculated as total certified payments received for contracts in progress or completed, within the last five (5)* years (application of escalation factor shall be considered to calculate the turnover).
  • Ensured availability of key construction equipment like bitumen distributor, bitumen pre-heater, chips spreader, pneumatic and vibratory rollers, grader, etc
  • Provide key personnel like Contract Manager, Pavement/Material Engineer, Road Construction Engineer and Equipment/Plant Superintendent

 

The details of above requirements are specified in the Bidding Documents.

 

5.
